40 Crores vide Railway Board’s letter No. F(X)II-2003/PW/1 dated. 26-05-03, the
General Manager in consultation with finance has approved further delegation of
the powers to be exercised by he lower authorities for Acceptance of Tender,
Constitution of Tender Committee for Open line, Ballast and Construction
Organisation as per 8(a), 8(b), 8(c), 8(d), 8(e) & 8(f).
Necessary amendments may be
made to Item No. 8 of Revised SOP (Works Matters) issued vide this office
letter No. W/47/Works/7792 dated. 21-12-1998.

which ever is less. This

Sub : Revised schedule of powers (Works Matter) item No. 14
Approval of the General
Manager is hereby communicated for delegating full powers to AGM/CAO (C) under
srl. no. 14 of the Revised D.O.P (Works Matter) issued vide this office
endorsement No. W/47/Works/Pt./7792 dt. 21-12-98. The following should be incorporated as note under Srl. No. 14 of
the DOP :-
Note :- To achieve financial discipline and control of expenditure, it
has been decided that enhancement of contract value beyond 25% of the original
contract value should be resorted to scarcely.
In cases where enhancement beyond 25% is unavoidable and has to be
resorted to, reasons for doing so are to be recorded on file by officers making
the proposal or officers forwarding the proposal with Finance Concurrence and
accepted by competent authority.
It
is indicated that “for decrease in items beyond 255 of individual items or 25%
of contract agreement, the contracting authority can do so after obtaining “No
claim certificate” from the contractor and with finance concurrence giving
detailed reasons for such decrease in the quantities.
It should also be ensured that due to
decreased quantities tender is not vitiated.
In
case of vitiation of the tender sanction of the competent authority as per
single tender should be obtained.
